Well, we have to draw up a draft. I'm guessing you'll want some safety precautions in place. Maybe house rules.

There's no rush to get this done, Cap. One thing this city does have right: both sides should be comfortable with the contract. If you aren't happy, you can say so.

[And he means that. Even if the city weren't forcing them into it, Tony would never try to take advantage of Steve.]
